The health care system can be confusing for consumers, in part because of a lack of transparency in the cost and quality of services prior to receiving them. In recent years, third party vendors, health plans, consumer groups and employers have worked to improve transparency in health care, making cost and quality data available to consumers. Many barriers exist to robust transparency; for example, a person may go to the doctor for a particular service for which they know the price, but if the doctor performs any other tests or procedures the bill may much higher than the anticipated price. For consumerism to succeed for employees and dependents in consumer-directed health plans (CDHPs), people need better access to data. Employers have several options for promoting transparency and should be thoughtful in how they communicate tools to their population.
